My 2019 Rims do not look anything like that. I have some chips on them, but for the most part the clear coat and black looks like new. With that said, we do have an issue with our 2019 BMW 440i which I am trading on a Jag, but that cars finish looks quite similar to your wheels. At our place down the Jersey shore there is a reclaimed water sprinkler system that is used by the condo complex to water the grass. My wife sometimes parks within the reach of the sprinklers, especially when the wind is blowing, and the BMW gets doused. Her finish looks just like your wheels spotted and stained. Compound and a bit of work will take it off but nothing else will. So have you tried compound on the wheels yet?

The calipers on my 2019 looked like that as well over time. I'm assuming it's brake dust getting melted into the finish. At least that is the only thing that makes sense.
