As a matter of policy, most shops quote full brake jobs. Partly due to safety, partly do to complaint comebacks for noise and partly as a profit motive.

It's unlikely you need new rotors. I always check the lip that is worn into the very outside edge of the rotor. If it isn't very deep and the rotor surface isn't scored or glazed I don't change them. I also don't machine rotors. Better off buying new ones if your rotors are toast.
